Bringing North Yorkshire Out Of The Internet Wilderness
NYnet delivers an exciting new broadband transformation project to North Yorkshire

NYnet is an initiative created by North Yorkshire County Council along with funding from Yorkshire Forward, the regional development agency for Yorkshire and the Humber, to create a carrier class backhaul infrastructure delivering multiple gigabit capacity to points of presence located in BT exchanges throughout North Yorkshire.

North Yorkshire has traditionally offered little incentive for service providers to invest in Local Loop Unbundling. To some extent this is due to low population densities around exchanges, but equally, the cost of backhaul from core networks that pass through Leeds or York to towns such as Scarborough or Northallerton, has acted as a direct disincentive to Service Providers. Consequently there is little innovation to deliver broadband services to the market other than that offered by IPStream.

By building the backhaul infrastructure to 12 points of presence, NYnet will not only serve the needs of the public sector in providing connectivity for schools, colleges, NHS sites etc, but will offer low cost gigabit backhaul to service providers wishing to either LLU or provide direct services to businesses or business parks. In addition, as well as supporting the supply side via a carrier class network, NYnet will help to stimulate demand and demand aggregation through specific business and inward investment activity.

NYnet Business Initiative in Scarborough

Currently the lack of investment from telecom operators has produced a negative effect on business in Scarborough.  Leased line prices are several times that of seen in cities such as Leeds and Manchester, the range of services available less sophisticated. Consequently, this leaves Scarborough with reduced access to knowledge economy, which results in a real  competitive disadvantage compared to urban areas.  The fear from Scarborough Borough Council is that as a result of this disadvantage, knowledge economy businesses and jobs will not thrive in, and may well leave, the local economy.

To combat this problem and to turn the area into an attractive business option for new investors, NYnet together with Scarborough Borough Council and Yorkshire Forward have developed a proposition.  By building a mini pop located in a hostel within the business park at Eastfield it will enable a fibre access network for SMEs and corporate organisations within the park.  This mini pop aggregates this demand directly to the NYnet network which allows ISPs to compete for business on the business park without being encumbered by current high access costs for high speed services.

Opportunity for ISPs

This carrier class core and access network offers an exciting proposition for service providers wishing to make an early impact on the expanding markets opened up by next generation broadband services.

The end-to-end optical architecture incorporates a 32Gb resilient core and cost effective wholesale access. NYnet will also offer tiered service level agreements to service providers, with guarantees on bandwidth, quality of service and latency, plus other key service parameters.

Key to attracting Service Providers is a pricing strategy that provides gigabit backhaul connectivity that is distance independent.

NYnet also represents a significant inward investment opportunity for companies considering locating within North Yorkshire, as Regional Devlopment support may be made available to interested companies.

With a population of over 400,000, a talented workforce and a number of development sites available, there is a strong business case for investment and growth.

The region offers an excellent basis for relocation, with supported investment packages, excellent transport infrastructure, superb quality of life and rapidly evolving clusters in the creative media, digital and bioscience sectors.
