ISPA UK Announces New Council and Chairperson

Today (21/05/02) the Internet Services Providers’ Association (ISPA UK) announces its Council and Chairperson for 2002-2003.
 
ISPA policies are agreed by the ISPA Council, a body of up to ten people selected from and representing the various interests of the membership.
 
Jessica Hendrie-Liaño, newly elected Chair of ISPA Council said, “ISPA represents providers of Internet services and the ISPA Council is selected from the membership. The diversity of ISPA members’ interests is reflected in the ISPA Council, which represents small, medium, and large companies including ISPs, content providers, broadband suppliers, application providers, telcos, domain name registries and exchanges. This new Council provides a strong base for ISPA to continue its work and remain the UK’s leading Internet trade association.”
 
The full ISPA Council for 2002-2003 are:
 
Emma Ascroft, Manager, Political Liaison, Cable & Wireless
 
Emma Ascroft joined the Cable & Wireless Public Policy team in October 2000, where she manages political liaison and internet/e-commerce regulation. She also represents Cable & Wireless on the Funding Council of the Internet Watch Foundation and the board of the Internet Content Rating Association (ICRA). Prior to joining Cable & Wireless, Ms Ascroft worked in Brussels as a public policy consultant, specialising in media regulation including broadcasting, publishing and advertising.
 
She has been an active member of ISPA sub-groups on e-commerce and law enforcement since mid-2001 and will now act as Chair of the ISPA sub-group on Internet safety.
 
Ms Ascroft said, “My aim as an ISPA Council member is to assist and lead effective coalitions on issues of importance to the communications industry as a whole, for example the successful co-operation between the Operators Group and ISPA on the Anti-Terrorism, Crime and Security Act. “
 
Dr Stephen Collins, Government and Regulatory Manager, Yahoo! Europe
 
Stephen Collins joined Yahoo! Europe in August 2000 and has responsibility for all contact with the European Union institutions in Brussels as well as national governments in those European countries where Yahoo! has a presence.
 
He has previously worked in government, academe and as a freelance consultant.
 
Dr Collins has been an active member of the ISPA liability sub-group since 2001 and will act as Chair of the ISPA sub-group on data protection.
 
Stephen Collins said, “Yahoo! UK has been an ISPA member since joining in 2000. We have found ISPA the most valuable and effective trade association for service providers in the UK. It is well regarded in Government circles and has been successful in a number of policy areas.”
 
Dr Collins continued, “As well as increasing dialogue with rightsholders and related organisations, I aim to encourage broader membership of ISPA.”
 
Camille de Stempel, Director - Public Policy, AOL Time Warner
 
Camille de Stempel joined AOL in 1995 as Customer Services Manager, AOL France, and became Director of Security and Network Policy, AOL Europe, in February 1998. She was appointed Director of Public Policy, AOL Time Warner in 2002 and covers high priority matters such as law enforcement and security, child protection, data protection and consumer confidence issues from a policy perspective. She previously worked for telecoms companies having read Law at University Paris V.
 
Ms. de Stempel is a board member of ICRA, Vice Chair of the Internet Watch Foundation and a member of the Internet Crime Forum. She sits on both the Law Enforcement and Internet Safety ISPA sub-groups.
 
Camille de Stempel said, “As a senior member of the AOL Time Warner policy group, I have strong connections within the AOL Time Warner divisions and can ensure that important ISPA issues are managed at the appropriate level within the business. I believe that my experience will complement the existing expertise on the ISPA Council."
 
Stephen Dyer, Founder, CentralNic
 
Stephen Dyer is the founder and chairman of global domain name registry, CentralNic Limited. He sits on the Council of Management of Nominet UK - the registry for the .uk name  - and is a member of the Policy Advisory Board of Nominet UK.
 
Mr Dyer is a well-know figure and participant at RIPE (Reseaux IP Européens) and is involved with initiatives around the development of the .eu domain name.
 
In addition to CentralNic Limited, Mr Dyer runs Mailbox Internet, one of the earliest ISP's in the UK industry specialising in the business-to-business market.
 
He began his career as a consultant at Arthur Andersen. His 30-year career spans a broad range of industries including banking, airlines and scientific research.
 
Mr Dyer said, “As a member of ISPA Council I’d like to help ISPA to become an even stronger Industry representative body. I will seek greater coordination with several disparate Internet industry bodies, enabling more cohesion and more effective industry representation.”
 
Clive Feather, Internet Expert, Thus
 
Clive Feather has been with Thus and its ISP brand, Demon Internet, since 1997 and advises the company on key Internet issues. He sits on a number of industry bodies such as the Internet Crime Forum and the Internet User Privacy Forum. He is also a Council Member of LINX (the London Internet Exchange) and sits on the Nominet Policy Advisory Board. He has been a member of ISPA Council since 2000.
 
Mr Feather is actively involved in responding to government consultations, recently submitting papers on electronic commerce and the interception of e-mail.
 
Prior to working at Thus, Mr Feather was one of the founders of IXI, the company that developed X.desktop, a new style of computer interface in the 1980's. He was also Managing Director of CityScape, where he was responsible for merging the organisation into the Demon operation.
 
Clive Feather said, “My focus on ISPA Council will be to encourage cooperation of the different arms of industry governance and to verify that necessary regulation does not become unnecessary regulation.”
 
Matthew Hare, Founder, Community Internet
 
Matthew Hare founded Community Internet Europe Limited in 1996, providing e-business services through Community Internet plc in the UK. In 1999, he launched TS.COM Limited, an applications service provider (ASP) offering ticketing services to the sports and entertainment industries.
 
Mr Hare rejoins ISPA Council after stepping down from the post in 2000. He had previously served ISPA Council since 1997.
 
Mr Hare has a great breath of experience in licensing, planning, building, operating and marketing communications networks and services including cellular, fixed wireless and Internet. He ran a specialist telecommunications consultancy and established Liberty Communications, a wireless local loop project which now operates under the Tele2 UK brand.
 
Matthew Hare said, “There are two major external threats to our businesses: the first is inappropriate or misguided regulation and the second is the abuse (intentional or otherwise) of monopoly positions. These to me are the key areas that ISPA should continue to focus its efforts.”
 
Mr Hare continued, “I intend to assist in the development of ISPA’s commercial interests including membership, services and events.”
 
Jessica Hendrie-Liaño, Company Lawyer, Freeserve
 
Chair of ISPA Council
 
Jessica Hendrie-Liaño joined Freeserve in July 1999 as part of the Legal and Commercial team within the Company Secretariat department. Since qualifying as a solicitor in 1994, she has specialised in intellectual property, information technology, data protection and e-commerce law.
 
Ms Hendrie-Liaño joined ISPA Council as an elected member in March 2001 and became Chair of ISPA Council in May 2002. Her involvement with ISPA has included work on the E-Commerce Directive and its transposition into UK law, spam, data protection, the Regulation of Investigatory Powers Act (RIPA) and data retention. She is currently the Chair of the ISPA sub-group on liability and an industry representative on the Technical Advisory Board established under RIPA.
 
Jessica Hendrie-Liaño said, “As an ISPA Council member I am looking forward to continuing to focus on liability issues particularly concentrating on the implementation of the E-Commerce Directive and its transposition into UK law.”
 
Ms Hendrie-Liaño continued, “As Chair of ISPA Council I hope to see ISPA go from strength-to-strength in promoting competition, self-regulation and the development of the Internet industry.”
 
David McMunn, Solicitor, WorldCom
 
David McMunn is a qualified lawyer in both Ireland and the UK. He qualified as a solicitor in 1996 in Ireland after training in corporate and IT law. He specialises in telecommunications and e-commerce regulation and policy.
 
Mr McMunn joined WorldCom in 1998 as a legal advisor and has been continually involved with Internet policy issues since then. He has also lectured at the law faculty of Queen Mary, University of London.
 
In 2000 Mr McMunn became a UK delegate to the G8 Hi Tech Crime Subgroup "Dialogue with Industry". He serves as a member of both the Internet Watch Foundation Funding Council and the Internet Crime Forum. Mr McMunn will chair the ISPA sub-group on the Communications Bill.
 
David McMunn said, “WorldCom has been involved with ISPA since its inception and as a company is very keen to continue to be involved. As a member of Council I have been involved with – and will continue to contribute to – the data retention discussions with the Home Office and the implementation of the E-Commerce Directive.”
 
Tim Snape, Managing Director, AbbTel Limited
 
Tim Snape was elected to ISPA Council in 2000. He chairs the ISPA sub-group on law enforcement and is the ISPA UK representative on the EuroISPA Council. He also serves on the Government Office of the South West’s Innovations Initiatives Steering Group.
 
He formed AbbTel Limited in May 2002 as a joint venture between Abbotsbury Software Limited and Future Consulting Limited to provide broadband connectivity to rural areas.
 
Mr Snape is a founder member of the Internet Crime Forum and specialises in cyber-crime, data protection, regulatory compliance and security issues within the Internet industry. He was an industry expert at the recent G8 Industry/government conference in Tokyo.
 
Mr Snape has filed over 20 patents and received Tomorrows World’s Inventor of the Year award for 1999-2000.
 
Tim Snape said, “This year I will continue to follow the implementation of the Anti-Terrorism, Crime and Security Act and issues of Internet safety. I will champion the role of the SME operator in the Internet industry and encourage greater access to broadband – especially for disadvantaged and rural groups.”
 
Lee Wade, Regulatory Affairs, Nextra UK Ltd
 
ISPA Treasurer
 
Lee Wade has researched the development of the Internet since 1991, and has worked in various roles in the industry since 1995. In February 2001, Lee became Head of Regulatory Affairs for Nextra UK Ltd, part of the European Internet group owned by Telenor AS.
 
He is an active member of the xDSL Committee and various other telecoms committees whilst also providing consultancy to a number of venture capital investors and Internet companies in the UK and Europe.
 
Mr Wade joined ISPA Council in 2001 and became Treasurer of ISPA in September of that year.
 
Lee Wade said, “As this industry moves increasingly faster towards maturity, it is inevitable that we will see more regulatory and statutory controls implemented. ISPA interfaces between governmental bodies and the industry, helping to influence and manage proposed changes on behalf of our members.”
 
Mr Wade continued, “My aim is to help ISPA improve the ‘communication of change’ and feedback to our members - especially the smaller members - translating and communicating the often complex issues and legal requirements into clear cut objective advice about the commercial and competitive impact that regulatory and statutory change will have upon our members’ businesses.”
