Dave Simpson, Head of Broadband Regulatory Policy, BSkyB
Dave is currently Head of Broadband Regulatory Policy at BSkyB. Dave was Head of Regulatory Affairs at Easynet prior to its takeover by BSkyB and has worked on Broadband policy for over 4 years. He represents BSkyB in a variety of external bodies including ISPA, the Internet Watch Foundation and the UK Competitive Telecommunications Association (UKCTA) . His remit ranges from physical infrastructure through to content and abuse issues. He has a particular interest in broadband, including the regulation of BT's wholesale products. Prior to joining Easynet Dave was a Senior Policy and Technical Advisor and Senior Technical Specialist for Multimedia and Internet at Oftel for 3 years. During this time he advised and lead on matters of telecoms policy relating to the development of the Internet. He was part of the team which lead to the introduction of unmetered dial access in the UK. Prior to this he worked as a Development Engineer for Cable and Wireless. Dave's experience on both sides of the regulatory table gives him an insight into the minds of policy makers. In early 2005 he represented ISPA in front of the Trade and Industry Select committee alongside other ISPA members Tiscali and AltoHiway. Dave recognises the conflicting, regulatory requirements affecting ISPs through issues as diverse as corporate copyright protection through to the digital access divide. Dave is committed to working with both ISPA and EuroISPA to offer a clear voice to steer legislators through the ever more complex debate.
