Spring Signals: Digital Policy Developments
With spring around the corner, posed to bring a raft of new policy announcements, the ISPA policy team has been hard at work keeping abreast of new and evolving developments which are laying the groundwork for the rest of the year.
Most notably, last month the government released the highly-anticipated Digital Inclusion Action Plan, its first in over a decade, which introduces measures to tackle digital poverty, improve skills, and support local initiatives. ISPA welcomed the Plan, and were delighted to see recognition of the telecommunications sector.
Meanwhile, in Parliament, the Data (Use and Access) Bill continues to progress through the Commons. Expected to pass before the summer, the bill will put Smart Data Schemes and the National Underground Asset Register (NUAR) on a statutory footing. Further, the Home Office has tabled the Crime and Policing Bill which, amongst measures to address crime on various levels and violence against women and girls – including NCII – ISPA will be monitoring proposals around IP address and domain name seizure.
Separately, Ofcom has published further guidance on gender-based online harm, setting out proposals for tech firms to improve the online safety of women and girls, a topic which remains at the forefront of the Government’s priorities.
Looking ahead, this month we are expecting the Chancellor’s Spring Budget on 26th March, likely to bring more controversial fiscal measures. The ISPA team will also particularly be keeping an eye out for more information around the Cyber Security and Resilience Bill, DSIT’s Statement of Strategic Priorities (SSP), Ofcom’s Telecoms Access Review (TAR).
ISPA Policy
As always, the ISPA policy team continues to be hard at work. Last month, we submitted our response to the Technology Adoption Review, and on 5th March gave evidence to the Transport Committee for its inquiry into managing the impact of street works.
ISPA is currently working on our response to a number of consultations, including Ofcom’s Alternative Dispute Resolution (ADR); the Digital Inclusion Action Plan consultation; and the Home Office consultation ‘Ransomware: proposals to increase incident reporting and reduce payments to criminals’.We are welcoming input and insights from members.
