ISPA Policy Updates
Most importantly, the Chancellor announced her Spring Statement on the 26th March, delivering an update on objectives set out in the Autumn Budget, as well as a response to the revised forecasts published by the Office for Budget Responsibility (OBR), against a uniquely challenging economic and geopolitical background. With a strong focus on defence, digitalisation and public service reform, all eyes are on the Spending Review to see where the money (what little of it) will be allocated.
More importantly for the telecoms sector, Ofcom published the much anticipated Telecoms Access Review (TAR) consultation, which will determine how the market is regulated from 2026 to 2031. Additionally, they also published a Statement regarding their Plan of Work for 2025/2026.
Other notable announcements include the tabling of the Planning and Infrastructure Bill; released an Action Plan for overhauling the regulatory system; and published a policy statement with more details around the incoming Cyber Security and Resilience Bill.
At the moment, we are finalising our responses to DSIT's Digital Inclusion Action Plan and the Home Office's consultation on ransomware; we've also started work on as response to the DfE's digital divide consultation.
Further, we are currently welcoming qualitative and quantitative data on fraud from members, as well as views on MDU amendments in the Renters Rights' Bill and joint user poles (JUPs).
Please get in touch with policy@ispa.org.uk with any questions!

Developed by the Telecommunications Poles Working Group, an initiative established by ISPA UK and INCA - Independent Networks Cooperative Associationat the request of Department for Science, Innovation and Technology, this guidance outlines recommendations that encourage a community-conscious approach to telecoms infrastructure deployment.
These recommendations include:
- Effective communication with members of the public and other stakeholders
- Utilising infrastructure sharing where possible
- Minimising disruption for communities and the environment
We encourage all industry stakeholders to adopt these best practices to ensure that the benefits of full fibre reach every corner of our society. For more details, please read the guidance on our website here.

Now in its 18th year, the P&I Conference is the key annual parliamentary event for the UK’s internet and connectivity sector, welcoming key representatives from across the policy landscape – including industry, government, Parliament, academia and civil society –to discuss the impact of connectivity and the policy issues facing the UK internet sector.
The 2025 P&I Conference takes place within the context of a relatively new Parliament looking to make its mark; a brand-new Digital Inclusion Action Plan; legislative developments across cyber, online safety, and emerging technology; underpinned by the Government’s Industrial Strategy. It also takes place during ISPA’s 30 year anniversary!
Throughout the day, expert speakers will provide key insights through panel discussions and keynotes covering the evolving role of ISPs in online safety, the opportunities and challenges facing the sector, and the steps needed to ensure digital infrastructure delivers economic and social benefits across the UK.

Customer Story - Cumberland Connect
Delivering high-quality streaming content without breaking the bank on upstream bandwidth costs is a common challenge for ISPs across the globe. When their subscribers request video content, many ISPs pay for every single stream to travel from an upstream data center through their network. This inefficiency creates a financial burden that can impact service affordability and network expansion.
The solution? Bringing content directly into the ISP network with specialized CDN technology. Netskrt recently sat down with Tennessee-based ISP Cumberland Connect, who deployed Netskrt's locally embedded cache, and achieved the following results:
✅ 10% reduction in peak traffic
✅ $3,000 monthly savings in upstream costs
✅ extended lifespan of their existing bandwidth
The most powerful insight isn't just the cost savings—it's the fundamental shift in how ISPs like Cumberland Connect approach content delivery. Instead of building expensive direct connections to distant peering centers, they can use locally embedded caching.
