Budget & Bills: October Political Review
With Parliament finally back in full swing, October was a busy month, which culminated with one of the most important fiscal (and political) events of the year: the Budget.
On Wednesday 30th October, Chancellor Rachel Reeves delivered the first Labour Budget in 14 years -- and the first ever by a woman -- which set out the new Government's plans and priorities for the next year. Received with, unsurprisingly, a variety of mixed reactions, the Chancellor attempted to define the Government's intention to "invest, invest, invest" and poured money into public services (particularly the NHS) -- while raising the overall tax burden by £40bn and altering borrowing rules.
Investment in infrastructure was tied within the Government’s new “modern” industrial strategy (more on that below) which is the new vehicle for improving everything from housing, to energy, connectivity, and transport. In terms of telecoms, The Chancellor announced £500m to deliver Project Gigabit and Shared Rural Network, yet despite a focus on planning and infrastructure, the Budget lacked any confirmation of supply-side reform, such as a more permissive planning regime.
Also notable, last month the Government launched a Green Paper and associated consultation for a “modern” Industrial Strategy, Invest 2035, which attempts to set out a “long-term” plan for growth via eight key sectors -- including "digital and technologies". Connectivity is briefly considered in the paper, which fails to give and more specific details as to how this will be achieved, or how this government’s approach will differ from previous.
Separately, the Government announced a new 10-year infrastructure strategy, which will align with the industrial strategy and be published alongside Phase 2 of the Spending Review, in spring 2025.
In other news, the Government laid the new Data (Use and Access) Bill to Parliament. Starting in the House of Lords, the Bill will enable measures like the National Underground Asset Register (NUAR) and open communications; reform GPRR; and make changes to PECR.
ISPA policy work
Amidst all the announcements from the Government, the policy team has been busy keeping members up to date and engaging with officials.
ISPA is working on drafting responses to the Government's industrial strategy consultation and the HSE's creosote consultation -- both are due by 24th November, so please get in touch with any questions, or if you would like to contribute.
We also encourage members to respond to the questionnaire to inform ISPA's response to the fourth Adaptation Reporting Power (ARP4), which will give an overview of the preparedness and resilience of the telecoms sector for weather-related risks.
Work is still ongoing with the Telecoms Poles Working Group, as concerns continue to be raised to the Minister; we are currently drafting new guidance around the Cabinet Siting and Pole Siting Code of Practice.
We are also currently working on developing submissions and policy positions around fraud, business connectivity and battery backup -- please get in touch with any questions.
Finally, ISPA met with DSIT Minister Baroness Jones to discuss how the ISP sector contributes to the online safety regime.
