ISPA Policy Updates - Polls, Planning & Party Conference
For Westminster, last month was dominated by party conferences. After a brief intermission of Parliament sitting for the first two weeks — rising on 12th September — politicians and politicos headed off to Brighton, Liverpool and finally Birmingham for the respective annual gatherings of the Liberal Democrats, Labour and Conservative parties.
Notably, this was the first time in 15 years that the conferences have taken place under a Labour regime, after they swept out the Tories in July — replacing them both in government and in headlines.
Amidst a packed conference, Labour was overshadowed by scandal and infighting; however, tech (and telecoms) featured prominently. DSIT Secretary Peter Kyle mentioned the importance of addressing issues from “digital exclusion to widening full fibre internet connectivity” in his speech, notably framing “digital” as the foundation for the future economy and integral to the lives of future generations.
ISPA also partnered with the HealthTech Alliance to hold a dinner exploring how technology can help get people back into work – a short report will be written which may form part of a response to the DWP’s White Paper “Get Britain Working”, expected later this year.
The Lib Dems, on the other hand, hosted a high-spirited and lucrative conference which celebrated their historic electoral success, focusing on economic growth, the NHS, and our relationship with Europe. And even the Conservatives were unexpectedly happy as members assessed which of the four leadership contenders will be the one to unite — or reform — the party.
ISPA policy work
It is shaping up to be a very busy Autumn for the policy team.
On 12th September, the ISPA-led Telecoms Poles Working Group attended a Ministerial roundtable with Chris Bryant, and has been working on drafting new guidance around the Cabinet Siting and Pole Siting Code of Practice.
Look out for a questionnaire to gather feedback for the fourth Adaptation Reporting Power (ARP4), which will give an overview of how the telecoms sector is adapting to increasingly severe climatic conditions.
The Health and Safety Executive has opened a new consultation calling for industry views on the use of creosote, to which ISPA will be responding.
As always, please get in touch at policy@ispa.org.uk with any questions or concerns.

How UK ISPs Can Prepare for the Live Streaming Tsunami
The Premier League Football website reported earlier this year that 35.7 million people streamed live matches – more than half of the UK’s total TV audience. That’s tens of millions of people concurrently streaming football matches over the course of a season. It is clear that the trend toward live streaming sports is growing, and with it so are the challenges for UK ISPs delivering live content seamlessly to all corners of the internet. Like a tsunami, live streaming can inundate ISP networks as subscribers log on to watch the game all at once.
