Policy Update
July started off strong, with plenty of announcements and events before Parliament raced into recess and a long-awaited summer break. The government, however, is keeping the industry busy with a raft of consultations.
Most notably, DSIT (finally!) published their consultation on the proposed Statement of Strategic Priorities for Ofcom, with a focus on supporting economic growth through world-class digital infrastructure, fair retail markets, and secure, resilient networks. Within this, the proposals include new reporting on gigabit take-up, revising the Universal Service Obligation (USO), a new Smart Data scheme, and stronger reporting on telco security.
Online safety surged back into the public consciousness with the introduction of mandatory age verification for harmful content, and Ofcom increasing enforcement of the Online Safety Act. The government is also addressing misinformation, online abuse, and digital exclusion.
On the cyber front, the government published its response to the recent ransomware consultation – and will be implementing the proposals in upcoming legislation. This will see critical national infrastructure (CNI) operators banned from making ransomware payments, and new mandatory incident reporting; however, concerns have been raised by industry around law enforcement resourcing and potential overlap with other cyber regulations. Meanwhile, high-profile data breaches continue to make headlines while the government announces new investment in cyber skills, regional tech clusters, and guidance for small businesses and local authorities.
Work to bridge the digital divide continues. This is seen through the new standards for schools’ technology and connectivity and targeted funding for rural areas and digital skills initiatives. The Digital Inclusion Action Committee has published its terms of reference to advice on strategy and monitor progress.
Over the past month, ISPA continued to advance our engagement across several areas. Highlights included our Parliament and Internet Conference and provider drop-in, as well as the launch of our report.
On the policy front, we are actively working with the government to develop policy solutions for telecoms relating to High-Risk Building (HRB) regulations and multi-dwelling units (MDUs). Additionally, we are still exploring ideas around PSR data sharing.
Further, we are drafting responses to the SSP, CMA pricing transparency, NUAR (tranche 1 regulations) and MHCLG Decent Homes Standard consultations.
