THE PARLIAMENT & INTERNET CONFERENCE IS TOMORROW!

Now in its 18th year, the P&I Conference is  the key annual parliamentary event for the UK’s internet and connectivity sector, welcoming key representatives from across the policy landscape – including industry, government, Parliament, academia and civil society –to discuss the impact of connectivity and the policy issues facing the UK internet sector.

The 2025 P&I Conference takes place within the context of a relatively new Parliament looking to make its mark; a brand-new Digital Inclusion Action Plan; legislative developments across cyber, online safety, and emerging technology; underpinned by the Government’s Industrial Strategy. It also takes place during ISPA’s 30 year anniversary!

Throughout the day, expert speakers will provide key insights through panel discussions and keynotes covering the evolving role of ISPs in online safety, the opportunities and challenges facing the sector, and the steps needed to ensure digital infrastructure delivers economic and social benefits across the UK.

ISPA Policy Updates


Big Bills, Bigger Billions: A Month of Digital Ambition

June presented the UK with fresh momentum across the policy landscape, with announcements for the infrastructure and digital sectors coming every week.

Most notably, the Spending Review confirmed £1.9bn  for Building Digital UK (BDUK) to continue delivering Project Gigabit. While the overall investment is a positive signal, this comes with a two-year delay to the original target – now aiming for 99% coverage by 2032, rather than 2030.

This was followed by the UK 10-Year Infrastructure Strategy, which pledged at least £725 billion in public funding over the next decade to improve and update the UK’s economic and social infrastructure. Interestingly, for telecoms, the plan mentions commitments to a “more flexible permitting system for street works” (flexipermits), but only upon completion of trials that have been ongoing for some time, easing MDU deployment, and creating a “timeline” for businesses and infrastructure providers on upgrading networks.

The Government then released its highly anticipated Industrial Strategy, a ten-year long plan to increase economic growth and foreign direct investment in the UK; despite a whole digital sector plan, most of the policy commitments for digital infrastructure were covered by the Infrastructure Strategy.

The Data (Use and Access) Bill gained Royal Assent, and will now be referred to as the Data (Use and Access) Act; alongside changes to data protection laws, this has placed the National Underground Asset Register (NUAR) on a statutory footing.

Finally, the Government’s cyber agenda continues to gather pace, as we eagerly await the publication of the new Cyber (Security and Resilience) Bill, which will expand incident reporting obligations to include managed service providers and data centres – a move that, while telecoms-specific activity is out of scope, may introduce dual reporting requirements for some ISPA members.

ISPA Policy

The ISPA has been active across all fronts.

We sent a follow-up letter to Ministers regarding the impact of new high-risk (HRB) regulations to telecoms rollout, and are engaging with MHCLG and DSIT officials to urgently address this issue.

A new Multiple Dwelling Unit (MDU) Access Working Group has launched, aiming to identify industry-wide solutions to the persistent challenge of gaining access to MDUs for fibre deployment.

On the cyber front, ISPA continues to engage with Government on the upcoming Cyber (Security and Resilience) Bill, and is awaiting an update regarding the scope and definition of managed service providers (MSPs).

ISPA is also exploring the potential for data sharing between ISPs and Distributed Network Operators (DNOs), as a means to better identify and support vulnerable customers. We are seeking member views on the feasibility and appropriateness of Priority Services Register access.

NEW LAUNCH - DIGITAL INCLUSION AWARD FOR CHARITIES & COMMUNITIES 

ISPA UK, alongside charity partner Good Things Foundation, is continuing to celebrate the fantastic efforts made to enhance digital inclusion at the 27th ISPA Awards, hosted at City Central at the HAC on Thursday 13th November.

A lack of digital skills and access can have a huge negative impact on a person’s life, leading to poorer health outcomes and a lower life expectancy, increased loneliness and social isolation, less access to jobs and education. It can mean paying more for essentials, financial exclusion, an increased risk of experiencing poverty. People who are digitally excluded also lack a voice and visibility in the modern world, as government services and democracy increasingly move online.

We want to highlight the good work being done by communities & charities to fix the digital divide and help those in need stay or become connected. Whether you’re an individual, organisation, charity or community group, we want to hear about the impact and change you have made. It could be improving digital literacy, helping people get connected or using digital to change lives for the better.
