ISPA Policy Updates
Routing Change: April’s Shifting Landscape
Despite numerous “OOO” messages around the bank holidays, this past month saw significant policy shifts on multiple fronts – with important implications for ISPA members and the digital wider sector.
A central highlight was the publication of the Government’s Cyber Security and Resilience Bill policy statement, which proposes to expand NIS (2018) requirements. The telecoms sector, already regulated via the Telecommunications (Security) Act 2021 (TSA), is nominally not in scope – however, ISPA is engaging closely with members and government officials to gain further clarity on this, and other questions from members.
On the infrastructure side, we are looking into the impact of new fire safety requirements on rollout to high-risk buildings – please get in touch with us if you have any information to share. Additionally, let us know if you are interested in joining the new Joint User Pole (JUP) working group, launching in coming weeks.
Meanwhile, Ofcom published its final children’s codes under the Online Safety Act, due to come into effect this July. The measures include strict obligations for platforms to mitigate harmful content, implement “effective” age checks, and designate an executive responsible for children’s safety. ISPA is engaging with Ofcom and members on the matter of blocking at an ISP level, as the rules have not yet been fully clarified.
ISPA Policy
This month, ISPA responded to the Digital Inclusion Action Plan consultation, the Home Office’s Ransomware consultation, and the HMT: 10 Year Infrastructure Working Paper. We also submitted a letter to Lord Hanson, to feed into the new Fraud Strategy being developed by the Home Office and DSIT, with a focus on showcasing the industry’s contributions to combatting scam and fraud activity.

Although technical testing for ISP categories has commenced, there is still time to register for other categories at this year's ISPA Awards. We encourage all ISPs, network operators, technology partners, and industry stakeholders to take part. The registration and participation remains free to all!

- Find the written entry form in categories on our website, complete the form and send it to awards@ispa.org.uk by 20th June 2025.

Now in its 18th year, the P&I Conference is the key annual parliamentary event for the UK’s internet and connectivity sector, welcoming key representatives from across the policy landscape – including industry, government, Parliament, academia and civil society –to discuss the impact of connectivity and the policy issues facing the UK internet sector.
