Closing out 2024: A Dynamic December

Happy 2025 from the ISPA policy team! Although the holiday period is typically quieter, this December passed in an unusual flurry of activity — and we are right back to it in the New Year, with Parliament back in session on Monday (Labour celebrating six months in office) and no end to the political headlines.

Kicking off the month, Prime Minister Keir Starmer announced his six new “not a reset” Milestones on 5th December, promising that if all are met, then economic growth in the UK will follow. Spread across six pillars, each has associated metrics which are designed to allow the public to hold the Government accountable for its progress.

Following on from this, Chancellor Rachel Reeves launched Phase 2 of the Government's Spending Review. Currently inviting feedback from stakeholders, the Treasury will look to set three-year Departmental budgets and funding priorities.

Subsequently, Deputy PM Angela Rayner announced the new National Policy Planning Framework (NPPF) alongside a new English Devolution White Paper, shaking up housing and infrastructure development. In terms of telecoms, planning decisions going forward “should support the expansion” of networks; a series of working papers for the Planning and Infrastructure Bill will develop the detail.

In Parliament, the Data (Use and Access) Bill — which includes provisions for the National Underground Asset Register (NUAR) and Smart Data — finished Committee Stage, and will commence Report Stage on 21st January. Further, broadband accessdigital inclusion, cyber security and online safety were key topics of discussion in both Houses.

ISPA policy work

This month, the policy team worked to finalise our response to the fourth Adaptation Reporting Power (ARP4), which will give an overview of the resilience of the telecoms sector to climate-related risks.

ISPA will be responding to the Transport Committee inquiry, “Managing the impact of street works” and is currently seeking views from members. Additionally, we are looking to submit a response to the Technology Adoption Review — please get in touch with any questions.

Engaging with government officials and the Minister, the Telecoms Poles Working Group is working to finalised new guidance around the siting of telecommunications poles. We are also still accepting views on ISPA’s position around both fraud and non-consensual intimate image abuse (NCII) — please get in touch with any questions.

Luckily, the ISPA offices were closed between Christmas and the New Year, allowing the team our own mini reset, ready to take on 2025.

ISPA Network Carrier Survey: Understanding what ISPs prioritise from their Network Carrier

Over the past decade. The UK wholesale network market has transformed, with huge growth of FTTP, new prominent technologies, and a rise in the amount of wholesale networks available to ISPs.

Given these changes, ISPA has developed a survey alongside their partner nexfibre to comprehensively understand what ISPs expect from a network operator in order to thrive.

We are kindly asking ISPA members, and all UK based ISPs to fill out this short survey to shape the market's understanding of what you expect and want in a wholesale partner.

The findings of the survey responses will be made available to ISPA members in 2025 and the survey will be open to responses until the end of January 2025.
