ISPA attended a roundtable with Nadine Dorries MP, Secretary of State for DCMS, telecoms leaders, industry bodies, and the Government's Cost of Living Tsar David Buttress to discuss the cost of living crisis and joint commitments to support customers. Product Security and Telecommunications Infrastructure Bill passes Committee Stage in the House of Lords

The PSTI bill has passed the House of Lord’s Committee Stage of its legislative journey. The Bill had two days of debate in the House of Lords discussing potential amendments on access to poles to fly fibre, the Alternative Dispute Resolution scheme and prohibiting default passwords. However, the Lords agreed to the Bill and amendments were withdrawn or not brought forward. The Bill now awaits its report stage

ISP Business Model Summit on the 8th June - Review
The Impact of the Changing UK Broadband Market - Rollout, Consolidation & Growth

The Internet Services Providers’ Association (ISPA) was pleased to welcome members back to its annual Business Model Summit 2022, returning in person after two years being an online event. Held in DLA Piper’s London offices on Wednesday June 8th, the day had a real buzz and provided a day of insights and networking for all in attendance. The event focused on four key timely market trends, market consolidation, gigabit-capable full fibre deployment, asset protection and the next steps on exploring the future of in-home fibre.

Kicking off with a discussion on ‘What impact will consolidation have on the market?’ the panel featured industry leaders, Matthew Hare, Founder and Chief Executive, Zzoomm; Shan Eisenberg, CCO, Netgem TV & WiFi; Steve Leighton, CEO, Voneus; Charles Cameron, Partner, Cameron Barney; and was chaired by Oliver Johnson, CEO, Point Topic. The panel had a lively debate about the anticipated direction of the market in the coming years, specifically when discussing the consolidation of not only the infrastructure providers, but also the investment firms who sit behind these acquisitions and mergers.

This was proceeded by insights from a variety of ISPA partners providing deep dives into asset protection, fibre to the home, new WiFi and telecom security. This section of the Summit was particularly useful in connecting ISPs with the prospective utility of technologies that are increasingly connected to the ISPs in attendance, particularly when adding subscriber value and an overall improvement of ISP capabilities in the race to achieve the gigabit-capable fibre deployment targets of 2030.

The panel slots of the summit concluded with the much-anticipated panel ‘Deploying gigabit-capable broadband more rapidly to meet full coverage and a connected UK by 2030’. This was a vibrant debate with panellists from across the spectrum of the ISP sector, from key BDUK policy maker, Matt Agar, Openreach Director of Regulatory Affairs, Mark Schumer, through to the CEOs of, Hyperoptic, Dana Tobak, and Gigaclear, Gareth Williams, as well as Rob Hamlin, from CityFibre, all; was hosted by ISPA’s long running chair, Andrew Glover.
The panel touched on a variety of points, but there was a shared view from all the panellists regarding challenges around labour and the workforce to help accelerate rates of deployment, and each set out their own build plan progress and gigabit-capable fibre take up.

The summit then finished with networking drinks, where ISPA members, partners and all those in attendance could discuss the day further. New Openreach Proof of Concept aims to put providers in pole position

Openreach is in the middle of a Proof of Concept for communications providers (CPs) who use the company’s poles to deliver fibre broadband and other services.

Poles owned by Openreach are available to PIA established CPs as Physical Infrastructure access (PIA) products – and the Proof of Concept aims to test a new process for an end user switching from an Openreach copper line to a PIA CPs’ own fibre connection on a pole, in a very limited set of scenarios.

The Proof of Concept started at the end of June and will run for a maximum of 12 months. During this time, PIA CPs who have signed up for it will be able to replace an existing copper drop wire with their own fibre drop wire within the limited scenarios stated and subject to the terms and scope of the Proof of Concept. Normally, in these very limited scenarios, it could have required a ‘Network Adjustment’ – and this might have resulted in delays waiting for a pole replacement.

It’s hoped that by avoiding the need for any Network Adjustment work, the whole process of providing fibre to customers over existing Openreach poles will be smoother and quicker.
During the Proof of Concept, Openreach will assess the whole process, and look into the benefits, risks, safety aspects, and potential scale of this kind of work, before reporting back on its findings. It will also provide an insight into what’s needed if there’s any damage or loss of service to customers caused by the drop wires being removed incorrectly.
