One Touch Switch transition builds momentum

ISPA have continued to represent members on the One Touch Switch (OTS) Steering Group who have agreed on the design and governance arrangements for an SPV to oversee running of OTS Hub. The arrangement will be based on 2 levels the Users, every CP will be a user, paying a small fee to use the hub to enable, and the Members who will shape the SPV. Elsewhere, ISPA attended a GigaTAG meeting examining the progress made so far on the recommendations included in last year’s report.

Another busy month for Cyber

This month ISPA responded to the DCMS consultation on proposals to expand the Network Information Security (NIS) Regulations. Under the proposals, the regulations will shift from a reactive to a proactive regime, with managed services brought into scope and enhanced reporting duties to the ICO placed on in scope services. ISPA also continued to engage with members on the Telecoms Security Act consultations. Meanwhile in Parliament MPs debated the Computer Misuse Act with Security Minister Damian Hinds MP saying an update on the initial findings from the Government call for views would be provided "shortly".

Online Safety Bill has Second Reading

The Second Reading of the Online Safety Bill saw a strong turn out from MPs, with many unable to speak due to such high demand. During the discussion, MPs raised a wide range of issues on the likes of legal but harmful content, protecting children and the role of Ofcom. MPs were particularly interested in the scope of the Bill, with a number suggesting that categories should be based on risk rather than size. There were also calls for the Government to ensure the Bill was future proofed to emerging threats and technologies.  ISPA met with the DCMS Engagement team to discuss the Bill.

A new report has highlighted the extent to which the delivery of Full Fibre networks by CityFibre, the UK’s largest independent Full Fibre infrastructure platform, will support the Government’s nationwide levelling-up programme by unlocking economic growth and reducing the digital divide in different areas of the country, which currently experience vast differences in both coverage and service quality.

The research, conducted by the consultancy Hatch and commissioned by CityFibre, has identified over £38bn in potential economic benefits, derived over a fifteen-year period, stemming from CityFibre’s rollout of future-proof Full Fibre infrastructure in 285 cities, towns and villages in England and Scotland.

Physical Infrastructure Access (PIA)

Openreach has successfully deployed the key order journeys via API enabling PIA Communications Providers (CPs) to integrate their systems with Openreach inventory and ordering systems to avoid ‘double keying’, driving efficiency and further underpins scale consumption of the product.  Order journeys include Notice of Intent (NoI), Network Adjustment (NA), Evidence Capture and Build Complete. Further API development is planned this coming financial year (subject to budget) to deliver ‘Whereabouts and Lead-in’ recording.

We continue to evolve our engineering principles to pass on innovation to CPs, for example changes to pole loading to improve time to deliver on overhead end customer provision.

We have recently concluded a Proof of Concept to test requirements to further support scale underground provision, focussing on improving the Network Adjustment aspect of the process and are now well underway to look at a ‘tour of duty’ type approach to help provide a ‘clean’ polling estate prior to CPs building at scale in a given geographical location, with four CPs participating.
