ISPA Policy Updates

Quieter policy month

Despite predictions of being a busy month, October proved to be a waiting game in many respects. Cyber dominated the news cycle, with the JLR cyber attack grabbing headlines week after week.

Further, the National Cyber Security Centre (NCSC) published its Annual Review 2025,  revealing that the UK experiences an average of four “nationally significant” cyber incidents every week – the security agency is now urging all businesses to make cyber resilience a “boardroom priority”. The NCSC is also advertising a new free Cyber Action Toolkit available for smaller businesses.

Ministers and security chiefs also wrote to all FTSE 100 and FTSE 250 firms and other major businesses, warning that hostile cyber activity is becoming more intense, frequent and sophisticated, and urging immediate steps to strengthen resilience, including: to make cyber risk a board-level priority using the Cyber Governance Code of Practice; sign up to the NCSC Early Warning service; and require Cyber Essentials across the supply chain.

The government has announced that BDUK will be integrated into DSIT; this is part of the wider Government review of arms-length bodies launched in April.

Furthermore, the government and Ofcom published their responses to the “Media Literacy” report from the House of Lords Communications and Digital Committee. The Committee recommended the following: that tech platforms must be held to account through paying a levy to fund independent efforts to enhance media literacy skills; that media literacy must be embedded in the national curriculum; that there must be a senior minister allocated to the task; that more awareness and support should be available for adults. In response, the Government welcomed the recommendations and acknowledged the need for a coordinated and strategic approach to media literacy policy and delivery.

Overall, with the upcoming Budget on the 26th of November casting a long shadow, and a new cyber bill expected (we promise this time), November looks to be a more exciting month.

ISPA Policy

In October, we worked on answering a new consultation launched by DSIT on proposals to update the Telecommunications Security Code of Practice (2022). We held a group call where the following concerns were raised, such as offering the government a forum to engage with industry and opening up more collaboration with wider regulatory systems.

MHCLG has launched a consultation on new guidance for estate agents regarding material information for home buyers, suggesting that broadband be included. ISPA plans to respond to prevent new agent requirements from becoming obligations for the telecoms industry.
ISPA is working to gain clarity from the government regarding the impact of the HRB regime on the telecoms sector; we will update members when we hear more.

Linksys on Britain’s Cyber Underground: Resilience in the Age of Hacktivism


At Connected Britain last week, a panel of experts - including Linksys VP of Product, Jeevan Patil - addressed the nation’s cyber resilience challenges directly. Patil urged immediate short-term actions to secure systems, while emphasizing that lasting confidence relies on stronger technical standards and widespread adoption of open-source solutions. Drawing on telecom lessons around interoperability and customer-focused security, he made a compelling case for extending SASE into the home. With agentic AI transforming the threat landscape, his message was clear: resilience must be a central business priority.
