New Labour Government Priorities

Parliament was on recess in August, but the new Labour government continued to establish its priorities throughout a challenging month of riots and increasing questions about expected tax rises in the October 30th Budget. Prime Minister Keir Starmer’s government plans to get on with a “packed” legislative agenda this Autumn, focused on development, energy, rail, employment and technology.

Most notably for the broadband sector, this month DSIT telecoms Minister Sir Chris Bryant wrote to industry, inviting representatives to a roundtable on 12th September to discuss telegraph pole deployment and infrastructure sharing, an issue which has recently risen on the government’s agenda. ISPA is attending and supporting members.

Further, as a result of the far-right riots, questions around the UK’s online safety regime have risen again, nearly a year after the passing of the Online Safety Act (OSA). Ofcom has subsequently called on tech platforms to “step up” to ensure the online world is safe for users — however, Labour has also acknowledged that there is “more to do” and the government may explore strengthening Ofcom’s powers.

Parliament will sit for two weeks, rising on 12th September for party conferences.

ISPA Policy Work

Despite a quieter month politically, the ISPA policy team has been busy in the background.

Our Telecoms Poles Working Group is drafting additional guidance around the Cabinet Siting and Pole Siting Code of Practice, ahead of the 12th September ministerial roundtable.

Members have been invited to give evidence for ISPA’s response to the Adaptation Reporting Power (ARP4). The report, to be submitted in December, will give an overview of how the sector is bolstering its resilience against increasingly severe climatic conditions.

The policy team has been engaging with DSIT officials regarding an update to the Statement of Strategic Priorities (SSP), and to determine the direction and timeline of the National Underground Asset Register (NUAR).

We encourage all ISPA Members to join the Women in Telecoms Group that was set up by CCUK in 2022 and opened to all women in telecoms this year. The group offers women in industry a safe space to discuss any issues - from personal to career development and technical or regulatory questions - that they might have. There is a Directory where members offer their advice, as well as regular online and in person meetings with guest speakers. The group is often participating in panel sessions at events around the UK - including Channel Live, Connected Britain, Cavell Summit, Connected North and more...

It's a great way to support your female colleagues with their career goals as well as giving them a voice on the key issues impacting our industry.

Their next online meeting is on the 4th September at 3pm and their celebratory two year anniversary party is on the 10th October.
