ISPA Policy

DPDI Bill Update

The Data Protection and Digital Information Bill No2 concluded its Committee stage in the House of Commons this week, with it now due to be sent to the report stage at an unspecified date in the near future.

In early May, ISPA UK submitted written evidence to the Public Bills Committee’s scrutiny of the legislation. We focused our submission on the clauses surrounding installing critical security updates, smart data, and the duty to report.

In a win for the sector, Government has climbed down on Clause 79(2)(a)(2c) - Storing information in the terminal equipment. Following concerns raised by ISPA, and our members, the Government has now amended the Bill text to clarify that users will not be permitted to “opt out” of security updates nor will they have the right to disable an update before it takes effect.

With regard to next steps, the Bill will now be sent to report stage before receiving third reading. After which, it will be sent to the Lords for additional scrutiny. As such, there will be further opportunity for ISPA and its members to submit evidence.

ISPA Policy Meeting

This month we brought together policy teams from several of our member organisations to outline the key policy priorities for ISPA as we head towards the next general election. Some of the key takeaways included:

- ISPA are to work with members on an affordability messaging strategy to highlight the measures implemented across industry to help mitigate the cost of living crisis

- Members from across the policy working group agreed to co-signing a letter addressing the current issues with Flexipermits and outlining the measures that could make them more efficiently implemented

- ISPA to introduce a programme of engagement with Labour party representatives in to ensure broadband and FTTP remains a key priority for government beyond the next election

Fraud Strategy Published

The Home Office published its long-awaited Fraud Strategy, setting out the Government’s plans to cut overall fraud by 10% by December 2024. The strategy appears to be a climb down from previously teased measures, in which Ministers proposed to make the tech and telecoms sectors responsible for reimbursing victims of fraudulent content, and removing the “safe harbour” principle in which platforms are not liable for content on their sites until they are aware of it.

In line with previous work to combat fraud, the strategy focuses strongly on voice and calls, and the Home Office has launched a consultation on proposals to ban the manufacture, import, sale, hire and possession of SIM farms. Other new measures include plans to block cold calling on all financial products and Ofcom’s introduction of new technology to prevent number spoofing.

Delivery of the strategy will be phased over a three-year programme of work to the end of 2025, led and governed by the Home Office. For further information on the Strategy, please contact the ISPA team.

Ofcom Connected Nations Spring update

This month, Ofcom published their Connected Nations Spring update, outlining the availability of full-fibre, gigabit-capable and superfast broadband across the UK as of January 2023. The report found that 48% of households can now access full-fibre broadband, an increase of around 5.5 million homes since last year. Ofcom added that it expects for its next update to illustrate that the 50% full fibre landmark has already been passed, with its latest analysis indicating that this milestone was hit in March.

The report also found that the availability of broadband capable of delivering gigabit speeds for consumers continues to "improve at a rapid pace", with nearly 21.9 million UK homes (73%) now able to access faster services, up from 20.8 million reported in December. Ofcom stated that this has been driven by the continued rollout of full-fibre broadband by many network operators, both well established and new market entrants.

Adtran launches new energy-efficient next-gen ONTs

Situated in the heart of London between Trafalgar Square and the Houses of Parliament and opposite Downing Street, with one of its palatial façades on Whitehall, the Grade II Edwardian building where Britain ran operations during both World Wars is now London's newest 5-star hotel.
