ISPA gives evidence to Parliament on broadband rollout

ISPA were invited to provide evidence to the Product Security and Telecommunications Infrastructure Bill Committee on Part 2 of the Bill which seeks to address and reduce the barriers to the rollout of gigabit capable broadband. ISPA highlighted the views of its membership towards the Bill in response to questions from DCMS Minister Julia Lopez. Elsewhere, ISPA met with Ofcom’s new Consumer Protection Monitoring and Compliance team to discuss the team’s plans and the upcoming changes to the General Conditions.

Updated Online Safety Bill makes its debut

This month the Government published the highly anticipated Online Safety Bill which included a range of changes. The new Bill is 90 pages longer than the draft version and has been updated to include changes such as criminal liability for senior managers applying within two-months of the Bill becoming law rather than the initial two years, a power for Ofcom to specify what types of technology platforms will need to use to meet their requirements and introducing new harms such as cyber flashing.  ISPA is working with members to analyse the key areas of the Bill and will be producing a summary document.

Telecoms Security Act consultations published

DCMS published consultations regarding the code of practice and impact assessment which will accompany the Telecoms Security Act. Ofcom is also consulting on guidance for telecoms providers to ensure compliance with the new security requirements as set out through the Act. ISPA is working with members to respond to these consultations.

ISPA was delighted to hold the 15th Parliament & Internet conference in the Attlee Suite of Portcullis House on 23rd March 2022. The event was at full capacity and featured two excellent panel discussions on ‘Is gigabit capable broadband on track to level up the UK?’ chaired by Selaine Saxby MP and ‘Where next for ‘UK Internet?' chaired by Ben Lake MP.

An array of panellists offered their expertise on these matters including Catherine Colloms (Director Corporate Affairs and Brand at Openreach), Katie O’Donovan (Director of Government Affairs and Public Policy at Google) and Amy Jordan (Principle Public Policy, Ofcom). Additionally, there were two great keynotes from Helen Milner OBE, Group Chief Executive at the Good Things Foundation and Stephen Bonner, Executive Director at the Information Commissioner’s Office.

ISPA Awards 2022 - Registration deadline is 28th April

Registration is underway across 13 categories, and the deadline for registration is the 28th April. The deadline for written entries is the 3rd July. The winners will be crowned on 24th November at a gala awards ceremony at The Landmark London hotel in front of more than 350 of the great and the good of the sector. Shortlist announcement and tickets sale will open in September.

The Zzoomm network is built using Adtran XGS-PON fibre systems at its core. ‘The advantage of XGS-PON is it lets Zzoomm have symmetrical services so up and down speeds are exactly the same. Zzoomm’s network can deliver up to 10 gigabits per second to every property, every home, and every business on the network. That is quite unique in the towns that we serve today. Adtran’s XGS-PON solution is a really flexible technology, and the way it works is we build the network by basically putting new ducts into the ground or overhead on poles to then blow fibres to the homes and businesses so they can get their fabulous full fibre broadband service,’ said Matthew Hare, CEO of Zzoomm.   

Zzoomm chose Adtran because it was looking for a partner that could help it with the entire active technology stack, so it could go from the OLT systems in the cabinet to deliver the service to the ONT, which are the terminations you put into the home or the business and in some cases to some of the customer routers Zzoomm used to deliver wireless in the home or business.

Salisbury and Mildenhall trials progress
It’s good to see migrations but we are not seeing them at the rate required to migrate all active circuits by the closure date.  CPs with active assets in the trial areas should by now be able to consume the appropriate products and have developed their migration plans so should now be migrating their customers.  We’ll be moving into our ‘Managed migrations’ phase in the near future and this will bring much more focus onto the achievement of each CP’s migration plan.  If CPs require any support they should contact their migration manager, business development manager or customer experience manager.

Digital Services Test Lab
Since the Openreach Digital Services Test Lab opened on 1 November 2021, there have been vendors from four key industries who have attended to test their devices in an All IP environment. These are: pendant alarms, lift alarms and Chip and Pin. Special Services trialling
Openreach has proposed a Special Services trial to CPs where end to end processes can be examined and improved to ensure a good outcome for all customers who have Special Services e.g. pendant alarms etc. There is also a need to focus on vulnerable customers who may find this transition to All IP challenging. Currently one CP is going through this process, whilst three others are planning to join the programme later this year. Openreach is also reaching out to all Local Authorities in the UK to make them aware of the move to All IP, to help them support all members of their community.
